Why I'm not able to delete some files or change the attributes?
Propably these files were created by PHP script, so they have the PHP owner. If you want to delete (change attributes of) these files, you have to delete (change attributes of) it from PHP script.
Note: From time to time the root is changing owner of all files to the right ID.
